Arduino coding -- 2

Hello, I am looking for an Arduino programmer to write a code for my project. Hardware: Arduino UNO R3, sim800l, LM2596 (power adapter for sim800l, 3.7V), voltage sensor module (0-25V), sensor module, relay module The code should do the following: When receive "start" command via sms (from any phone number), it should measure the voltage (V) via voltage sensor module and do the folowing: - if V < 13.5v a relay (digital pin 7 from Arduino Uno board) circuit will be close for 2 sec, and after 5 sec another relay (digital pin 5) circuit will be close for 3 sec; -- after that the voltage will be checked again: -if V > 13.5v a sms "Started" will be send to sender (the number who sent "start" command sms) -if V < 13.5v the procedure will be repeated [a relay (digital pin 7) circuit will be close for 2 sec, and after 5 sec another relay (digital pin 5) circuit will be close for 3 sec] -- after 10sec the voltage will be checked again: -if V > 13.5v a sms "Started" will be send to sender -if V < 13.5v a sms "Start error" will be send to sender - if V > 13.5v a sms "Running" will be send to the sender. When receive "stop" command via sms (from any phone number), it should measure the voltage (V) via voltage sensor module and do the folowing: - if V < 13.5v a sms "Not running" will be send to the sender - if V > 13.5v a relay (digital pin 7 ) circuit will be close for 2 sec -- after 10sec the voltage will be checked again: -if V < 13.5v a sms "Stopped" will be send to sender -if V > 13.5v a sms "Still Running" will be send to sender. When receive "open" command via sms, a relay (digital pin 3 from Arduino Uno board) circuit will be close for 1 sec. When receive "Voltage" command via sms, it should send back a sms ("V=...v") with voltage value (measured at the time sms is received) to the sender. When receive "Temperature" command via sms, it should send back a sms ("T=...C") with temperature value (measured with temp sensor at the time sms is received) to the sender. Remarks: - the commands will work from any telephone number wich will be save and use to send back sms after every command (when applied) and erase it then, to be able to receive and send sms back to another phone number (if there will be the case); - after each cicle, the sms messages will be erased (to save memory on SIM card for other sms messeges); - the times (2sec, 5sec, 3sec) and voltage limit (13.5v) should be able to be modified at each task (do not define them as const); - the voltage reading should be able to be calibrated by adjusting the resistance; - if there is any way to save energy (for running Arduino board and Sim module) will be a big plus; it doesn't matter if the command is send via sms and the system will check for messages only after 30 sec, and then do the task, if that's save energy it's worth it. I am open for suggestions or questions if something needs clarification or other details. Thank you!
