542036 Image to HTML 2

I have a sample image of my website. I would like to know if, using the image, you can make a webpage with the same design but editable content in the form of HTML page using photoshop and XHTML. It is not essential that the content should be same but only the space can be provided for putting the content (text or images) according to my site's requirements. I've attached the image. Please review it and let me know exactly how you plan to go about the work. Any queries, please clear it off before the bid is made. Also, I work through Paypal only.
