Small project: Turn attached PSD file into responsive HTML and load it online

I need a simple design turned into a single responsive page, such as this one: [login to view URL] Here is the directions that we've received: "The content in the right-side iFrame is designed to resize to fill approximately 50% of the page. The content must be hosted at a URL that uses SSL encryption and the https:// prefix. To build your own custom right-side iFrame content page using responsive web design, you can use the My Domain Sample template." Here is the sample code: [login to view URL] There are 3 parts to this requirement: 1) Convert (or recreate) the desired PSD file into the HTML/CSS files 2) Create a 5-screen/frame animation (as shown in the attached document 3) Load all of those files onto a https:// secure site, through Heroku, or any other source. The necessary files are attached, and I can provide credentials for Heroku or any other necessary hosting location.
