Convert a Template to a Website

Looking for a Cab Sharing website for an Indian City. Simple website with about 6-7 pages to begin with. Needs to have basic functionality like front end UI for users to input their to and from location along with timing and date. Need to have a auto complete function on the text boxes. Also should shoot an auto email once the request has been received. Should have an admin console for the admin to download the details entered by Users by EOD. Couple of other static pages describing the company profile and displaying the rate cards etc. Very basic Webiste. Would like the Home page to be minimalist and VISUALLY appealing.
