Convert a Template to a Responsive Website

We are a business portal from Latin American and we need help to convert a template from Adobe Illustrator to a Responsive Website. We want two templates: one for mobile and tablet, and one for desktop. Using Twitter Bootstrap + Font Awesome will be really appreaciated, but it's not required. The template is going to be read by crawlers, so we want semantic and valid HTML5. Using JavaScript is not allowed, we want a clean design without JavaScript. The template should be compatible with the last two versions of the following PC Browsers: - Google Chrome / Opera (Webkit) - Internet Explorer - Firefox - Safari for Mac OS X The template should be compatible with the following Mobile Browsers: - Android Browser 4.0+ - Google Chrome for Android (last 2 versions) - Safari for iOS 7 and 8 - Internet Explorer 10 and 11 for Windows Phone The template can have compatiblity issues, as long as it's usable and doesn't look screwed up, in the following PC browsers: - Internet Explorer 8.0+ - Firefox ESR (last 3 versions) - Opera 12 The template can have compatiblity issues, as long as it's usable and doesn't look screwed up, in the following Mobile browsers: - Android Browser 2.2+ - Safari for iOS 5 and 6 - Opera Mini - Internet Explorer 9 for Windows Phone Using Graceful Degradation for older browsers will be greatly appreciated, but it's not required. We will give you 4 .ai files (2 for desktop and 2 for tablet and mobile), you are free to use as many media queries as you please.
