Create After Effects Movie and Then Convert to GIF

I need someone who is expert in creating GIF animations to add some fairly trivial sprites into either a Sony Vegas or Adobe After Effects file to create an animated sequence about 30 seconds long. The animation will then be turned into a GIF animation file. I will provide a photo either as PNG, JPG, or PSD (Photoshop), that contains a passive background image. I will provide an image of an animal, that will poke its head up into the main frame from the left bottom corner. The animal will then hide from view and poke up its head in several places. The animal will simulate crawling on the right side of the frame to the top, and then it will jump onto text at the top of the window. The viewer will only see the feet of the animal walk along the top of the text. Finally, the cat will jump onto the head of a person in the video and sit there, with the top of its body hidden from view. The cat exits at the top left corner of the frame by jumping off screen. Then the GIF resets and the movie replays, in a loop. I will supply the head of the animal for movement along the bottom. You will source a video of the correct breed of animal that we can use for the sequence where the animal walks at the top of the frame. I want to see samples of other work you have done of this type. I strongly prefer to work with an individual whose resume and portfolio I can see. I don't particularly want to work with a studio because the studio can show me the work their best people did and then give me their worst people. Absolutely no middle men please. Only the people doing the real work should quote. If you have excellent spoken English it helps, as I might have you do some coaching during the process regarding how to use After Effects to change the animation you create. Make a worst case and best case estimate of the number of hours this task will take. I have a very short turnaround for this.
