I know you are hoping to get a low hourly bid but I am a professional Labview developer with 5+ years of experience developing control systems like what you are describing. If you are looking to get this done quickly I should be able to get an interface developed to control simple power supplies in a matter of hours. The typical method of controlling something like this will be via the voltage inputs on the power supply. Depending on the supply you are working with you will typically need to source a 0-5 or 0-10 V source which can be provided by NI hardware if you are running an Analog system. However, if you have ethernet control on your supplies it could be even simpler. Worst case you are working with a system using Serial Control and that could be a bit more difficult but the user manual will typically outline how to communicate with this method.
