Write a technical paper on Programming Languages

I am looking for a technical writer who can write a technical paper on 'Universal Programming Language'. This paper must cover the literature review of all the programming languages from 1970s to Present Day and suggest a prototype of a new programming language which has the potential of becoming a new programming language for the world. The literature review is to be included in a larger literature review within the business domain. You must have access to Ebsco, Proquest, or similiar academic databases. The details of the assignment are as follows: 1.) In the introduction, write why a programming language was thought of as a need, what problems / limitations were faced then. Perform review of the pros and cons of programming languages created between 1950s to present day. 2.) Outline history and development discussing major contributions of programming languages and the respective theoretical development and progression. Tie down these developments with major trends in technology needs and underlying development platform viz. open source, mobility, scalability, big-data, cloud, architecture changes – Client-server to thin client to webbased, mobile clients / webapps etc. 3.) It should then mention a prototype of a new programming language considering current and future, define the high-level specs of universal programming language, major bottlenecks it may face to become universal, yet why this is the need of the era. 4.)
