Request for Proposal to manage data diaply from mysql database

We have data (including one image per record) stored in a mysql database which is updated regularly. We are looking for a most effectively way to display these data on the web. These data has validity and only valid entries are supposed to go-live on the web. We need a simple import interface to import and update the main database as well as a proposal to best display these data (each entry contain of 5 to 8 fields plus one image). The first page is a summary view for all the records. By clicking through, page two (P2) would contain more details of the record. We are thinking along the line of customizing a current platform such as drupal, wordpress etc. ·Database can imports csv file which new fields may be added fields over time. ·Display Validity > each entry has a "start date" and a "until date" field which system should check and if it date is within these two dates, display; else do not display. -System would write to a "display flag" field in the DB to indicate validity and an administrator can also control the display by changing this field. ·Require a simple administrator interface to control which entries are displayed (when necessary). Probably utilize the "Display Flag". ·Out-dated entries should be moved to a separate archive DB(Second Database). -There is a field in our data which contain the the filename of an image. -This image would be updated into a separate DB through a separate interface which basically let user choose (multiple files) and update them it one go. These images would be pre-processed to specified image size/resolution and held at a default directory. -On P2, we want to have a hyperlink which link to this image in the "default" directory. The address of the link is simply the default folder name + filename/image name. -Everyday or periodically, system should remove outdated big images and placed them in an archive DB. Can consider to use AWS be considered to house these increasing images; These images are 500KB-2MB each. ·we need User management for each Interfaces. ·On first page : "Main Display Page", we need two Counters. One look at one specify field in the DB , aggregate them to display the figure as the DB is being updated. The second one adds up the entries we have since day one. Each new entry add one count to his counter.
