make plugin for my me

I require a WP plugin to work with my current premium theme. The theme is Newspaper which makes use of a visual composer and other bits. [login to view URL] The best way to give you an indication of what I require is for you to see the attached images as an example. The most important aspects is that the list may change in order as well as the fields within the list. If the fields cannot be changes then the easiest way would be to create 2 different templates with fields already in place. The plugin would need to work with the theme and scale correctly for mobile or tablet. This means that some of the less important fields will not be visible on mobile but the person will still have access to the links. If you require more info, please let me know.
