Build a WebSite Angular JS

Angular.js web site required some what similar to a Bug Register. I want to use tree view of all Bugs, with search on some fields in the tree. Back end is an Postgres database. Must have strong Angular JS skills and be familiar with Angular JS Forms, Bootstrap Forms, MVC, Angular UI Router and the Multi Page Application paradigm. Many fields will have data lookups to help user selection. Navigation will be via tabs. One tab will be to access a 2nd page that will also have a tree view that lists all static data clicking on each branch will allow simple CRUD of the underlying static data (8 pages for static data based on the tree branch [node] selected). The main Bug Log page will have CRUD. On opening a Bug certain fields will be required. On Closing a bug additional fields will be required. On entering the 1st field subsequent lookups will be returned based on the value enter. Hover-over field should open a help pop up. There will be several fields that are boolean, (check box) when checked then a pop up window will allow entry of data into a one to many table. An example would be Notes, a bug can have many underlying notes. There are probably 6 such fields (6 Pop Out Windows). Again this pop up will use a tree view to display the Notes for that particular bug. Full specs will be sent to Freelancers based on your bid and profile. The full project is required in one week with a outline frame within 2 day. The outline frame work will be the 1st milestone to prove your capabilities.
