Converting delphi code from cgi to apache 1.3 shared module

I've a simple delphi cgi code which i need converted to apache shared module to handle heavier load - because i encounter apache 1.3 "Internal Server Error" everytime i try to execute it too many times. Please also suggest how to run the module using browser interface, e.g. to run cgi is just http://localhost/[login to view URL] As you can see below, this code is used to run a php using php in cli mode. In practice, i encounter [login to view URL] - Application Error The application failed to initialize properly (0xc0000142). Click on OK to terminate de application. Pls also suggest how this can be resolved.
