Lotto Bonus Ball Game

I need a website built from scratch. The website must enable people to register and have an account they can view they must have the means to be able to make a payment of £1 with a mximum stake of £5 against any number between 1-49. Each Game must run on its own, open on its own and close on its own, each game will run from Sunday 12.01am to Saturday 7pm. In the admin section I should have access to everyones stake against each number between 1-49 with a printable report. I should also have full access to all account details of all members, ie address ect. On the members home page there needs to two boxes, one showing weekly prize fund adjusting on its own with 75p to every £1 entering into it resetting it's self to zero every Saturday at 10pm. In the second box it must show 5p from every £1 which will go to charity which can be reset manually as and when. The payments on the account will be handled by PayPal, with the optional settings of recurring payments as and when the member selects this. I must be able to add and amend the post login screen and the members homepage. There must be an addition link on the members page to another page where the winners for the previous weeks can be listed, as well as terms of play, contact form, and dispute process on each induvidual profile page.
