Diablo 2 and 3 Website Design and Gfx

1) Project Details: This is a Diablo 3 based fan site. What I need is someone to make a Diablo 3 game style design. This includes a logo and a rotation banner function. Besides the design part, the site will also be based on PvP, which will require a league script based on users submitting and confirming results and will show up on a "current standings table". The league script has to be easy to manage. I'm also looking for an applicant page that will be submitable to my email for Referee and Mediator Applications that I'm able to review. Also on the main page boxes for News and Updates. Page for Interviews, etc..
