Quick and Easy FTP File Upload Application for PC

We have a client, uses a Joomla-based Web-Site. We require an easy App they can use to upload a file (normally a PDF with some Results etc on it). I want something that simply allows me to enter the FTP Login Details (FTP Server, Login Name, Password, etc), and a default starting sub-directory (eg [login to view URL]). Realistically this would allow me to give this App to future site managers too, since we'd set the config details prior to giving it out. Then an option for the user to enter the sub-directory they want to upload to (eg [login to view URL] - where they'd just enter 2009 into the data entry option). After this, they should be able to upload the file itself, and the Application would provide them with a handy LINK to their file, so they can add this wherever they need it throughout their website.
