software to auto refresh ebay search page + more - REPOST 2 (CHANGES)

need windows software to auto refresh every 3 seconds an ebay search page . One of my search filters are to list new items on top, when it detects a newly listed BUY IT NOW product on top, I want the software to automatically open the product link in a new browser tab (chrome or firefox) while still auto refreshing the search item. CHANGES: 1. When new item is listed, I still wanted it to open in a new tab but I don't want it to open on top. I still want to remain on the web page that I am viewing. 2. Can you add two more search options. I want to add "U.S. ONLY" under ltem location and "VIDEO GAMES & CONSOLES" under category.
