Site and Feature Development

We are looking to have a new service and website created. This is how the site will work: 1) user puts in information 2) the site checks against other sites (around 40+) to see if that information exists 3) if it does exist on those sites, then is the information it 100% the same as what the use put in 4) if not, what is different 5) the user can download the result/report in pdf we want the user to have to pay to run the report also. The payment will happen before the report can begin. We also want the site to have a clean, professional, web2 look. Please tell us if you can provide us with this also or if you prefer for us to have a PSD done. In PMB please include some info such as the technologies you will use etc. Thanks
