forum/bulletin board with theme customization

Hello This is a project for someone who has experience and is familiar with setting up a forum/ bulletin board website (such as phpbb smf etc..) I'd like it to be set up with a little color customization, to match a website that i am hosting this with. Additionally, there may be a couple of things that need a little customization, which is why i will detail below what i want the forum's capabilities to be. Many of the points are standard in a forum project, but i mention them for the sake of clarity Site in general: ## Deliverables ? Discussion forum ? Posts are all queued and approved before they are published ? Also: embed links withability for live streaming audio (like internet radio kind of thing), which can be archived and listened to by users, or downloaded to ipods etc by users (like podcasts) ? NO "boxed" quoting ability this means when someone responds to another in a forum, you see "quote" but then someone can respond to the quote of the quote and it looks very messy,when there is a reply to a reply to a reply etc.. ? Robust search capabilities ? Users cannot edit or delete their posts ? Should have discussion forum, but also have capability for announcements or pictures etc. (maybe on a "sidebar", or even better, as part of a group of "tabs " on top of the page that can show different aspects of the site - this sidebar should have the capability to link to things ? Index capabilities to catalog posts by topic (tags, keywords?) ? Place for Blog (with all normal blog features, such as indexing etc) ? Place for advertisements Administrator ability: ? Delete posts ? Edit posts ? Move posts from thread to thread or forum to forum ? (all of the above - delete, move, edit - needs to be able to be done by the administrator from the admin's version of the site itself, not the back end.) ? Insert documents / audio / video ? Need to see, when a post is in the queue, which forum/thread it was submitted to ? Ability to email any user based on email they submitted upon registration, including the ability to email sombaiseone based on their post (i.e. click on the post and the site automatically looks up the email address) ? List of all members and IP addresses ? Ability to see what IP any post came from ? Mailing list / mass mailing capability
