i need a rails app that is apple to push data to a sample android app. the android app don't have to do any thing, just an edit text shows messages coming from the server. the server should be as simple as possible, just send a notification whenever someone visit a url (ex: localhost:3000/users) the app really simple and easy and shouldn't take time and effort for someone how had done it before.

we should go with hourly rates for this kind of project. Its can be complex if you think deep enough but if its not that complex and finish sort time .
