Urgent Small Android App

Hi, how are things going? I`m posting this project to find the `right` Android guy, we are a mobile company and will have a lot of projects and work for the right person. What i need for now is a simple application: The user will install the application and it will run in background, and will change the volume button when the person turn the phone to landscape. If you are in portrait mode, your Volume Up wiill increase volume, if you turn to landscape, the app will change in realtime and the Volume Up will decrease volume instead of increase. NOTE: I Need this to be everytime, so i dont need it to happen just when the activity is open, i need it to work like that everytime the OS is running, so lets say i am typing something on Market, and turn landscape, it would change my volume buttons.
