Surveillance camera using raspberry pi

This surveillance camera should be able to be controlled by using a phone. This camera must be able to record video and recognise or detect car license plate number in the video and send alert to phone if the car license plate in front of the camera is car number that is not registered in the system. So, for example, the registration number of car A is saved in the system and if the registration number of car B is detected by the camera, the system will send alert to the phone. So, the user must be able to view video from the phone and must get an alert if an unregistered car is detected by the camera. *I need the full matlab coding for this project
