Mostly I'm working with APIs and third party tools to manage and move data from one endpoint to another. I also deploy and manage linux system from us and our customers. To deploy configurations I use Ansible which matches your regardings. For you I would create the two playbooks. Playbook 1 (Role 1) set a base configuration for the target system Playbook 2 (Role 2) creates the github runner. The configuration of the runner needs a token which we have to define before. And if not fully configurable we have to react on prompts. But this should be possible. But all of this should be possible and I would like to help to fullfill your requirments.
