Develop a dynamic, animated goal/loading bar

We need a dynamic, animated goal/loading bar for our website. We have scores from 0 to 10 that we need to show in different pages using the bar. The bar should be used as a plugin incorporated into the pages and easily modifiable through HTML (i.e. we insert the score and text as input for the bar). Style for inspiration: [login to view URL] Details: - Loading starts only when the section of the page that has the bar becomes visible - Animation shall be clear, smooth, and at a reasonable pace - Loading starts in a slow pace (until around 30% point) then it accelerates before reaching the end. When the bar stops, it blinks once. - Color is grey as the bar is loading and changes after the [login to view URL] final color is based on the score, where 0 gets green and 10 gets red (in between based on the score) - Light grey background like the inspiration source above - Score text appears after the blink on or under the bar To be considered please let us know about your background.
