Turn an Areal Picture into a Map and Add a Building

I have two aerial pictures. A new one (~2009) and a historical one (1926). The pictures show a few roads and a bridge crossing a river. The difference: The old brigde on the historical picture is at a different position. The "new" brdige is now old two and a historical monument. It shall be moved to the position of the old bridge. The road leading to the bridge is on one side connected with a two track road. The bridges both were single track. There shall be an even newer, newly build and broader bridge at the position of nowadays bridge. The drawing of the Aerial Picture in style of a coloured map shall show the nowadays bridge at the position of the (no more existing) historical bridge and a broader bridge at the nowadays bridge. The roads shall be like today (2009 picture) The existing bridge (single track) shall be used by pedestrians and therefore connect to the exsiting roads by the existing road on one side and a foot path one the other side. Okay? The drawing shall be nicely coloured. It's an Illustration for a political-administrative project.
