Create a short 2D video to promote road safety

I want to develop a short and simple 2D video (between 80 and 100 seconds) with voice over which highlights the issues of travelling faster doesn’t really save huge amounts of time. On the contrary, it increases safety risks, Co2 emissions, and costs linked to fuel savings. The initial idea is linked to the tortoise and the hare story where ‘Slow and Steady, wins the race!’ So taking this principle forward the video could be based around: • Two young drivers/cars: Driver A: modified car with (big exhausts, wheels etc.) and one normal car: Driver B • Driver A brags about how fast his car is • Driver B states his car gets him to the same places safely and probably quicker • Driver A challenges Driver B to who can get to work quicker • They both set off – Driver A races ahead (burning fuel / smoke / environment link etc) and Driver B starts off normally! • Driver A realises he has left Driver B miles behind (rear view mirror look) but keeps driving fast and hard • Halfway through, Driver notices he is running low on fuel – pulls into garage, fills up (more money!) and also decides to stop for a coffee as he has lots of time • Driver B passes slowly by • Driver A finishes coffee and then heads off again at full speed (more fuel / smoke) • Again, Driver A notices car is low on fuel and there is also steam also coming from his bonnet! • Driver A stops to fill up and also notices his car has over heated! • Driver A waits for his car to cool down before heading off at speed again • As Driver A pulls into work he sees Driver B waiting in the car Park! – Slow and Steady wins the race and safe! The closing message needs to bring out safety, money saving and saves the environment: 1. Safety - Higher speeds don't in reality reduce travel time considerably! 2. Cost - Fuel Savings / Maintenance 3. Client Benefits - Co2 reduction / Carbon Footprint 4. Slow but steady wins the race! = Reduced fuel / maintenance costs = Improved safety = less stress = happier driver On your proposal please state clearly software package or tools intended to use to create this.
