Build a Very Simple Website

I wish to do a simple website with just three options in the menu: the main page, the comments, the contact form. The main page: I have about 2 pages of text and it needs to be on the main page. You need to add three photos. I will give you the photos. Your comments: users will add comments in a simple form (just name and comment) and I will approve the comments before they are published. Contact: Here is a link to my email address and a form if users wish to contact me via form. It is a very simple form (name (optional), email address (optional), text. You may choose the colours and the design of the website but it should look kinda nice. Red should be the prevailing colour. You will also take care of the registration of my domain name and the server hosting for 1 year and please include in your total cost: the cost of the domain registration and one email address registration (info for example) and hosting for 1 year and my email access for 1 year. The content of the website: it is the page where people leave their experience with airlines. Main page is my text (basic instructions and my experience), Comments is other users' text (their experience with airlines), contact is just a page where users can contact me.
