Design and creation of Excel questionnaire/planning doc

I have what is likely an unusual project that involves knowledge of excel and skill in design. You will likely need to see what I’ve created so far to determine whether you’re interested and what you would charge. But here is a short version. The job involves no formulas, just “if then’s” and maybe (?) pivot tables. I’m creating a tool to help people develop their business strategy. To help them, they have to narrow their thinking through a process. So the first step is to answer a large number of yes/no questions, with a few “fill in the blank”. If they say “Yes”, then a separate section needs to automatically populate with a full sentence I’ve already written. That is the biggest part of the job. There are probably a few hundred questions, spread across 10 sections. From there, they will select only those items they need to focus on and they need to be grouped by priority. Thereafter, it is populating particular forms with the text in previous cells. I am a terrible designer. So I have a version that I created that shows the flow. But it is ugly. I very much need it to be designed aesthetically and intuitively so it is easy for people to follow. For instance, rather than one long intimidating page, it might be more friendly to serve up the questions by section. I have done my version in Excel, but it may be the case that another tool would work better. I’m not committed to any particular tool, as long as it’s accessible to anyone.
