I've developed a remote control for HVAC unit with LCD screen and IR transmit and receive - transmit was used to control the unit, and receive was used to get the status back, such as filter level, unit status, etc. Proposal: What you want is doable, but your budget is WAY too low, especially if it involves hardware development and prototyping, tho this is pretty simple. Several reference libs/implementations exist for parsing pronto codes, so that part should not be too difficult. Anyway, bid is the absolute minimum amount i'd be willing to work for. Hardware would be STM32F401 (or maybe a F3 with IRTIM port), schematic/layout done with Altium Designer.
