Custom QR Generator/Reader

I am looking for a developer who understands the workings of QR codes. The application written must generate QR codes from characters such as ASCII or txt, and must be able to decipher them from a scan or jpg image. Additionally, this program must use an expanded capacity QR. Current QR codes only hold up to about 2800 characters, or about 1500 ASCII characters. I am looking for something about 9 times bigger than that, something that will fill a whole page. Message me for any clarification, but you must have a good knowledge of QR codes because you will be designing a new one.
