Building a comparison software using Optical Character Recognition

I have recently purchased a Fujitsu fi-5900C Scanner which scans 15000 documents a day of size 148mm x 420mm. Specification of the scanner is attached. Each document needs to be checked with an existing pdf. Each document is printed on offset printing machine. Generally, batches are used for manufacture. For example, if I am printing a document A on Day 1, all 15000 documents will be document A, all 15000 scanned documents will be document A. The objective is to confirm that all the 15000 documents printed are document A and not document B. The objective is also to check if there is any blank document in the heap of 15000 documents.
