C# / C++ random number

i need a program that attaches itself to a c# or c++ prgramme. The c programme generates random numbers. So i want a new programme that can be run along side it that you can choose wot number it will come out. For example at the moment u may get this result (1,5,17,3,21) from the c++ programme. I want to control that. So i click 20 on the new programme and then click the button on the c++ programme to create the random number, but it picks 20 as thats wot i clicked.
