Active Desktop Development

We are looking for coders to develop an application for users to download to ALL Versions of Microsoft Window (from 98+) that they would install as an Active Desktop feature. We must be able to send updates such as: 1) Band News (text) 2) Concert Dates (maybe with a calendar) 3) Sales / Merchandise (links to buy new products, plus pictures of products on the desktop) We must also be able to send pictures for the users background of their desktop per the band they register for. Also, any MP3's or sound files or flash animations would be great as well. Now, the kicker is, this must be designed so that we can set this up on a central server and have MANY different bands register for the software, and we would customize the package to them. There should be a central backend that we can update all the band news, tour dates, sales/merch, etc, for ALL of the bands we are using. We would give access to the backend to only the specific client - so they wouldn't see anyone elses files. We would like quotes for this.
