Recreate a Image Document on a Microsoft Word

Looking after someone who can tell me how to recreate an image document with columns and text on it...actually originally that was an word document but rot now Im only having image file of that document, I want to create the same thing with out loosing the measurements of the column and rows and text on it... Is there any way that we set the image document first in the background and draw the columns and rows on it and add text according to that image..once the project finish just remove the background image and download the newly created document..? Please only bid if you have a good knowledge about this...thanks
