Fix all details of a new prestashop 1.7.4 ecommerce

Prestashop 1.7 is lacking of a few features and fixes to become a viable solution to have a merchant friendly and user friendly e-commerce which results to be also compliant to the law requirements in several European countries. The project thus is about creating a custom prestashop 1.7 compliant module that fix several issues regarding: 1) Ability to add in the registration form a request of consent for the "Privacy policy" and "Terms and conditions of use" of the website. 2) Private Customer Tax code field (fiscal code) in the registration form must be obligatory in the EU countries and other countries where population have such a code or similar code 3) For all other countries where a fiscal code does not exist it must be obligatory to fill in the date of birth, further more a field where to fill in the place of birth is to be added as obligatory 4) EU VAT ID validator must be added, it should perform a check using a regular expression to control that the code is plausible first and add eventually a prefix to the code, than must use the VIES VAT ID check service to verify that is existent and active. 5) When the VAT ID is correct the system should automatically assign the user to the proper B2B group user in order to assign the proper VAT rate according to country of origin, e.g. standard VAT rate ..... In this project there are several other fixes alike the ones you can read above, will be discussed later on... Everything must be done without changing core files in order to ensure that when prestashop 1.7 will be updated to a recent compatible release nothing must be done by me to keep all settings and to have it working properly. The developer who wants to work on this project must ensure to be able to offer future support to fix eventual issues and offer maintenance service of the module to eventually fix it if for some reasons Prestashop 1.7 becomes incompatible after an update, so to ensure that I can continue to update it and use it without loosing this features.
