Build a Website

i need a SRS ( System requirements specifications ) to build a website ( including registration user forms , every thing to provide it to the programer ) I want to start a web site as marketplace for the Publishers and merchants ( for Arab world ) like : [login to view URL] , [login to view URL], [login to view URL] merchants can start campaigns Publishers can subscribe to these campaigns i want my website to share revenue with the Publishers for example ( 15% ) of the Publisher revenue most of the Publishers have a twitter account , instagram or youtube channel i want to open a chance for manager to manag the relationship between the web site and the publisher or the merchants , so this manager will try to attract more publishers and merchants and increase their activities through the website and will share the revenue with my website. i want the platform support ( PPA . PPS and PPC ) and geo targeting campaigns also i would like to the system support payment method ( PayPal , credit card and wire transfer , when the user transfer money the admin can increase their balance manually ) i guess there will 5 type of user : Admin Publisher merchant manager payment officer i dont mind to use open source solutions or system already established but can customized i hope this would explain the most important thing , i guess i need to discuss the idea with the one gonna write the SRS.
