Build a web service and an app

The web service should be able to: 1. Download new Documents nightly for all IMO committees. (This is a scraping exercise) 2. Prepare an overview list webpage with introduction from each paper to each committee (the short version used by IMO in their web version is enough as a start) Extract the executive summary from the PDF documents to be included This should look similar to template supplied [INTERTANKO] This means that we are building the briefing paper as papers come in. We should let the system search for links in papers to other IMO documents and download or link to them. 3. The system should download the documents from the IMO site and include the links to the papers. 4. There will be several organisations having completely different commenting papers and shall not be able to see others comments or even what other organisations that exist. 5. Enable a user to open/download the paper from systems server. 6. Enable a user to comment on a specific paper or a whole agenda item. 7. A user shall be able to see others comment on that paper and to comment on that specific comment on the web page. 8. A specific group of user’s comments on a paper/agenda item can be kept hidden from the normal member. Enable to link to other IMO doc papers from the past to have the right papers with you when arriving at IMO in one webpage. 9. Enable to write and save an intervention text on a specific paper to be able to send this to an IMO email address for interventions. (only for select group) 10. Enable to print a summary of all comments and interventions before an IMO meeting. 11. Enable the webpage to be live during IMO meetings to have access to papers and comments side by side. 12. Save all documents for future reference when at new meetings and to be able to reference them as links as described above. 13. An option should also be of having an app for this as well. Mainly designed for tablets but working on phones. The app shall have an option of downloading local copies of papers. These local downloaded papers must be able to easily delete after an IMO meeting. Details to understand the project can be found in the attached word document. I would like a suggested use of technology and where to locate the server and cost for it.
