make a simple offline GPS tileable map solution in UNITY

We have a mobile phone app which currently uses the 'MapNav' on the asset store (will provide any code from this if required). However although this product does what we need it to do, it doesn't cache tiles so there is a huge usage in both data and battery life, which is not needed as the app is designed to work in one location only, so we would like a solutino that uses offline maps (with image tiles packaged with the app). So, we need a simple package to do the following:- - get the GPS of the player, and render a map (like google maps etc) placing them in the middle of it - when the user moves, the map should update accordingly. It should be possible to specify how often this update is done (e.g. every 30 seconds etc) - the map must support pinch / zoom functionality - the map must use OFFLINE map tiles (which we can do in house) with I suppose around 3-4 different zoom levels - it must be possible to add on places of interest as clickable button icons, e.g. showing 10 restaurants near the user. These places will be specified by lat/lon so it should be possible to resolve the lat/lon to the co-ordinates used on the map - should work on both Android and iOS This is quite a straightforward piece of work for someone who may already have a mapping asset, really all we need is for the map tiles to be loaded locally instead of online. Can provide MapNav asset to whomever is successful with the applcation so they can re-use a lot of the code to engineer a solution Please make sure to outline your understanding in your response.
