Hello, I can do such simulation software with C++ and MS Visual Studio. I'm a senior software developer from Bulgaria, with very good experience. The first choice is a 2D simulation with robot object in 2D - price is 250 euro Second option is a professional robot simulation in 3D, with 3D animated robot model, with terrain system and with physics.
