Build me a powershell script for managing inactive users

I'm looking for someone to do the following: Create a powershell script that combs through active directory and all it's sub directories and disables users that haven't logged in in 90 days or more, and then moves them to a disabled users directory, generates a report when done showing which accounts were disabled (this last part isn't as important). I need this to be able to work across different AD environments (~100 different clients) so it would preferably prompt for domain name to run from, or show me where in a script I can put input to edit for different client environments. I also need it to read from a list of usernames not to disable (stuff like admin accounts at each site, accounts from my company), from something like a csv so I can update. I don't know if such a thing is possible, but I would also like (separately) something like a script that I can run as a scheduled task to run a program (dumpsec) with specific parameters, and save to desktop, or email when complete. Price is negotiable, if you think you can do this, send me a quote and lets talk Only considering profiles that have done some work already with reviews.
