I would like to hire someone to build a small application!

I've tried to build the application myself, but I only got so far before I felt a little out of my depth. It's an interesting project that might interest some lovely developer! There's a game that I play (Pokemon Moon) where you're able to manipulate RNG by noting the position of the clock hands on the portrait before it loads the image. Normally you'd use your eye to guess where it ends (as it's rather quick) and you manually input the result in another application. Using Python, I was able to break down the video into individual frames, locate the last frame before the clock hands change to the avatar, and again, manually input them. Of course, the problem arose of there being too many frames (1470) to process manually without it taking longer than guessing. What I'd like to do is using OpenCV: separate the video into frames at key events (tracking the clock to the last frame), and save the last known frame of that. I'm not sure it's possible, but if you feel that you understand the project parameters and have a solution, I'd be interested in seeing it! Included is the frame I'd like to catch.
