I am trying to program a Delta DVP12SE PLC to run a PID loop, but the controller doesn't respond correctly. I need an experienced user to point me on what am I doing wrong.

Regarding your project I have to admit tha delta PID loops are very confusing to configure at the beggininig but I will guide you how to do it in less than a day. First off exactly what kind of PLC do you have? When I look at the catalog for the DVP12SE(R/T) it does not have any analog I/O - just 8 digital inputs and 4 digital outputs. I assume you know PID means proportional integral derivative and is basically a mathematical method based on the classical spring and damper. It usually needs an analog (or variable) input and an analog (variable) output. As far as I know the DVP12ES does not have that capability and therefore cant run PID. From what I know the DVP slim lines were either a copy of the NAIS or based on the NAIS PLCs. The NAIS (which I have used - long time ago) were expandable and could have analog in the expansions and could then run PID. I need to know more about what you are doing to help you. What is the type of process you are trying to control? Is it temperature, pressure, flow, level or something else? What type of sensor are you using for the input? What type of device are you using for the control? Is the control output analog or digital PWM? Basically - what are you trying to do?
