Need a chat site built asap.

I need a versatile chat site built. Much more than just a messenger. basically it will need to have regular chat features, I am not going to list them all, because they are way to common, pic, video share emoticons, conferance chat, geo [login to view URL] membership with verification protocols. Also the ability to open a shared screen by which to view the same website which either will have control of, or even beable to watch a movie together and pause rewind, f/f and have a chat box open on the side. Should also be able to sms from app to sms, sms to sms etc. Any other features you may think of or already have let me know. I want a versitile back end to add, deny and control features as well as the ability to change the skins to match our other sites or easily changeable. Verification methods to implement photo verification, geo location/gps and further uploads. Say an individual joins and only verifies via email they score 0 or an icon showing level. If they take a selfie, upload and then get an auto generated number or phrase and write it and take another selfie, their level goes to 1, indicating photo verification etc. If they want lets say a platinum conformation they should be able to upload an official doc etc. Of course on a secure upload. Conversations and links and activity between individuals will be maintained in a searchable database. Member can only upload pics after they have verified themselves.
