WP Multisite URL Link Plugin (clock and shortcode link unique to network sites)

I need a plugin built to work with Wordpress Multisite. This will be used to cloack, track, and replicate links across a wordpress multisite network. Admin Area: This area will allow network SuperAdmin to add URL's that will be cloaked and tracked. It is important to track hits and the sites they are linked from. In this area Admin will enter target url, title, identifier, shortcode and yes or no to share across network in list for users... in example Adim uses [login to view URL] as the target, Unique Site as the title, and test1 as the identifier, and testurl as the shortcode... now the link [login to view URL] on will cloak and load [login to view URL] This will then show a list of added links with the following details; Site Title, Target URL, Cloaked URL, WP Shortcode (that will work network wide), and if it will show on list to admin of sites on network. This will also need to create a link for individual site admins unique to their site... i.e. if Joe has Joe's Site on my network his link will be unique to him... when he goes to the plugin page he will see a list of links the admin shared with the network (this will not show the target url). Using the example above he will see the following: Site Title, Cloaked URL unique to his site, WP Shortcode only if the admin chose yes to share across the network. So if Joe's site is [login to view URL] or [login to view URL] or mapped [login to view URL] the link he is provided in this list will be [login to view URL] or [login to view URL] or mapped [login to view URL] This will also sho Joe the shortcode, same as admin, but for Joe's site points to his... so if Mike has a site his shortcode may point to [login to view URL] and so on. This will show users like Joe and mike hit counts to their links through site shortcode or target URL... Admin will see totals from all users with a breakdown by users. The important part is that if a user cancels membership or deletes their site... their links will no longer work even the cloaked links. I have links I am always adding but want to restrict them to only members. Clacking will make it difficult for them to use the links if they cancel membership, and shortcode allows me to build pages in templates that work for all users. If a shortcode or cloaked url is bad, i.e. user cancels account, they should point to a custom page the Super Admin of the network chooses. I would also like to track target URL's with a notification if they come from outside the cloack URL's or shortcode from inside the network or a users page. This plugin will be used on my sites but would like a way to include activation code and site tracking if I choose to sell it as a premium plugin. This project will need to be completed in full with all features described.
