DoubleClick Ad Campaign Implementation Help

We received a double click ad campaign to implement on our Joomla site. Client sent art, the Integral Ad Science Tag, Impression Tag (image), Impression Tag (iframe), Impression Tag (JavaScript), Click Tag. I cannot get any of these tags to work. I can obvious embed the image and link it, but that is not what client wants. I cannot get anything to work on blank site either. It also needs cache busting time stamp stuff. Your job is to help diagnose this and implement it, and advise me what may be wrong with it / how to communicate to client. I suggest we start with blank site to implement it.
