Hello sir, As per the description and the attachment stating brief about the plugin we would managed to get an idea that of what you need. Well sir this could have been easily achieved using custom php, but anyways since you choose wordpress only we can get this plugin developed for you keeping in mind it works with the theme which you have. For this we may need to make some necessary changes to the current theme as we have to work on the front end also for displaying the results. Most importantly do you need a responsive layout as well. And you haven't mentioned that through which gateway money transaction will take place. I think you may need to ask your payment gateway provider that whether they support wallet facility or not, since adding funds and then passing it to someone else's account is type of a e-wallet system only.
