Convert Codeigniter 3.0 billing system to Laravel 4

Hello, We currently have a billing system (not yet live) written in CodeIgniter 3.0. It's a very basic system as outlined below. We would like to convert this entire billing system to Laravel 4. There is a bit of mess in the current system (duplicated code mostly), so we would like a new structure to be created, and then the code converted over and optimized. We are looking for a fixed-cost for the entire conversion, and then also a hourly rate for future improvements/feature additions (we have a long list of new features we want to add). We have the frontend design already done, admin end is also there, but can be changed or made from scratch if it would be easier. We need this to be security focused and it will handle payments and thousands of users. User end: 1. Allows 'services' (no 'cart', but single orders) to be sold to a user. User can have more than 1 active service. 2. Payment methods: PayPal (one-time and subscription), Stripe and Bitcoin (Bitpay) 3. Allows user to login and view invoices/product detail page 4. Allows users to edit their profile (name, email) 5. Password Resets 6. Support tickets - Users can submit a support ticket Admin end: Allows admin to 1. View & edit orders / transactions / invoices / users 2. View / Add/ Edit coupons (for orders). 3. View / edit cancellation requests (users can submit a cancellation request for services) 4. Support system - View / Edit/ Reply to support tickets 5. Send Emails - Allows admin to send emails to users based on some basic filters (i.e users who have an active service, specific service, etc) The only other complexity to this billing system is that we have a concept of 'servers' on the admin side. So there may be X 'servers' model:(id, name, location (nl/us), active/disabled) which admin can add/delete/view. Each users service is 'assigned' to a specific server (based on some simple logic). When it's assigned, we have some simple API commands which should be called to this 'server' ([login to view URL]) for example.
