Build a website for a translation agency

Hi, We want to build a website for our translation agency that allows clients to post projects, upload their documents, specify the language range for the document, and receive an instant quotes or via email. We also wish to be able to select/hire translators and have them registered in a database and be able to send them an automatic notification via email once there's a new project posted. Kindly send us a quote including the pricing for hosting. Most importantly the website should allow for regular content update (CMS) en English and in French.
