Wordpress Custom plugin development ( compatible with woocommerce 2.2.x)

I want to create a plugin that allow the website to accept registrations of " sellers " so they can sell their products from my website and i will take commission for that. The plugin needs to have the ability for a frontend dashboard for the sellers. The plugin has to get all the woocommerce, add product and whatever related from backend and transfer it to backend or the sellers. Also who ever wants to register as a seller needs to signup for a subscription package. Every package will be different and will limit or restrict items of products that are allowed to sell. Seller should be able to IMPORT CSV or XML files that he already have in his store either that is wordpress or not. Seller will get a 10% cut on every sale. This is one functionality that i must have in the plugin because based on the Cyprus Law my cart should comply with what i am asking: Cart should " Identify that there are more than 1 seller in cart, calculate shipping per seller and per weight" It should be compatible with the Weight based plugin for woocommerce. Also keep in mind that when a purchase is made with more than 1 seller every seller should see his part of the shipping in his order so he requests the correct amount on withdraw page. I will only reply to whoever write in their proposal bigplanet. if you don't i will ignore you. Example based on hypothetical rates: 0-2 KG = 3Euro 2.01-5 KG= 5Euro 5.01-10 KG = 10Euro etc Added to cart Example with 1 seller: Seller A : 2kg Total of cart 3Euro Added to cart Example with 2 sellers: Seller A : 2KG Seller B: 2KG (Total of cart without the modification i am asking it will display 5 Euro ( 2+2=KG) With modification it should identify that is from 2 sellers therefore it should display : 6 Euro ( 2 sellers each seller 3 Euro total of 6) Seller should see in his dashboard the amount he is allowed to withdraw. Seller will be able to request withdraw from me 15 days after every purchase. The amount that is displayed in the seller dashboard for withdraw should be ( amount of product sold + shipping-my commission cut). that he is allowed to ask for withdraw. There should be a limit of withdraw aswell for 50 euros.
