The intention of this document is to describe a technical solution and workflow for interchanging media files between parties worldwide.
The workflow will cover conversion from DV files to H.264 as well as windows media for browsing. Files shall be uploaded to ftp server (H264) and windows media server and metadata will be written to a web database after being entered in the upload/register clinet . The web client covers browsing, previewing and management of the accounts. Highres files will be downloaded to the “Clip Terminal?? for playback on SDI video output. It shall also convert files from H.264 to DV format.
The part of the solution that we want bids for is the upload/register client, web based services, ftp and database integration. The file conversion engines and integration to video hardware might be posted as separate project.
We also need an extension to the conversion library that can do standards conversions between NTSC, PAL and SECAM.
The specifications are not final and coders that show an understanding of the needs and have inputs on the workflow and understanding of the total solution will be preferred.
## Deliverables
1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done.
2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables):
a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment.
b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request.
3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased. (No GPL, GNU, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site per the coder's Seller Legal Agreement).
## Platform
Windows XP and explorer. The general GUI does not have to be web based, it can well be a client application running under Windows XP.
