internet cafe timer

I need a programe that will help me control my internet cafe. 1- I want to be able to remotely log on and log off add extra time and issue time vouchers with expiry date functionalty to client computers from my server 2- the pc will show remaining time to the user on screen and automaticaly log off after time expires. 3- I should be able to control what application users can use on the pc from my server. 4- pc screen should be covered with my logo when no one is logged on. 5. once the client is logged on by the server/time voucher the programe will not restrict the user from having full admin rights on the pc. The user should not see any other graphics on the desktop other than the timer and ofcourse the normal window desktop icons.
